The Canadian province of British Columbia changed its drug policy dramatically in January 2023 in an effort to address its dire opioid crisis. New Democratic Party provincial leaders decriminalized possession and public use of drugs including fentanyl and heroin. But now, after pressure from law enforcement and a backlash from the opposition Conservatives, BC is reversing course, and making public use of drugs illegal again. Personal possession will remain decriminalized, for now.

Oregon Gov. Tina Kotek on April 2 signed a law recriminalizing the possession of personal quantities of illicit drugs. The law overturns Measure 110, approved by voters with 58% support in 2020, which made personal-use possession of drugs such as heroin, cocaine and methamphetamine only punishable by a ticket and a maximum fine of $100.

John Sinclair—poet, activist and leading figure in America's radical youth movement of the 1960s—died in a Detroit hospital April 2 at the age of 82. He was famous as manager and central personality behind the Motor City proto-punk band MC5, and a founder of the White Panther Party—a militant anti-racist group seen as a white working-class counterpart to the Black Panthers. His conviction and draconian sentence for a small-scale cannabis charge in 1969 made him a national and even global icon, immortalized in an eponymous John Lennon song. The legal battle and campaign to free him ultimately resulted in the overturn of the absurdly harsh marijuana law in his native Michigan.

Germany’s parliament, the Bundestag, passed a bill Feb. 23 legalizing the regulated production and  consumption of cannabis. The legislation was brought by the federal government, led by the center-left Social Democratic Party (SPD), the center-right Free Democratic Party (FDP), and the ecologist Greens party. In a roll-call vote, 407 MPs supported the law, 226 opposed it, and four abstained. The legislation faced opposition from the conservative Christian Democratic Union of Germany (CDU) and affiliated Christian Social Union in Bavaria (CSU) as well as the far-right Alternative for Germany (AfD). 

A series of documents from US Department of Health & Human Services (HHS) officials published Jan. 12 make clear the department's recommendation that cannabis be reclassified to Schedule III of the Controlled Substances Act, allowing cannabis to be prescribed by medical professionals. Officials wrote that the basis for the recommendation is the "currently accepted medical use" of the plant.

President Joe Biden announced Dec. 21 a new pardon policy for federal cannabis offenses. Biden stated: "Criminal records for marijuana use and possession have imposed needless barriers to employment, housing, and educational opportunities. Too many lives have been upended because of our failed approach to marijuana. It's time that we right these wrongs."

A majority of Ohio voters have approved a citizens’ initiated measure (Issue 2) legalizing the possession, home cultivation, and retail sale of cannabis for those age 21 or older. "Cannabis legalization is an issue that unites Democrats, Republicans, and Independents," NORML's deputy director Paul Armentano said. "Ohioans have seen similar legalization laws adopted in neighboring states and they know that regulating the cannabis market is preferable to the failed policy of prohibition. It is imperative that elected officials respect the voters' decision and implement this measure in a manner that is consistent with the sentiments of the majority of the electorate."

The long-promised crackdown on unlicensed cannabis sales is finally arriving in New York City. The permanent cannabis carnival in Washington Square has been cleared by the police, and unlicensed stores are being raided. Yet, in a bitter irony, obstacles to the licensed retail sector, including legal challenges, continue to mount.
