The UN Office on Drugs and Crime (UNODC) this week released its latest figures on coca cultivation in the Andean nations—to the pride of Peru but chagrin of Colombia. Most dramatic was the bad news from Bogotá. The new Colombia Coca Survey (PDF), jointly produced by UNODC and the country's government, shows a nearly 40% increase in coca crop area—from 69,000 hectares in 2014 to 96,000 in 2015. This is twice the 48,000 figure for 2013. Coca leaf reached its highest price in Colombia in 10 years, shooting up 39.5% to $1.02 per kilogram (3,000 pesos). Bo Mathiasen, the UNODC representative in Colombia, told reporters the country is now cultivating more coca than Peru and Bolivia combined. (InfoBae, July 9; UNODC, July 8)

PharmaCielo Colombia Holdings, local subsidiary of Canada-based PharmaCielo Ltd, announced June 28 that it has won a manufacturing license from Colombia's Ministry of Health to process cannabis plants for medical and scientific purposes. This allows PharmaCielo to apply for a licence to cultivate cannabis, primarily for production of oil extracts. The company is the first to be granted such license since President Juan Manuel Santos issued a decree in December establishing a legal framework for a medical marijuana program in Colombia. The operation will be based in Rionegro, Antioquia region.

To little fanfare, President Barack Obama on May 16 signed into law the Transnational Drug Trafficking Act—further extending the global reach of US narcotics enforcement. The law criminalizes manufacture of drugs anywhere in the world if the producers "intend, know, or have probable cause to believe" the substances will be illegally imported into the United States. The language has been attacked as overbroad, potentially applying to any link of the production chain—down to lowly peasant growers of cannabis, coca leaf or opium.

Gerson Adair Gálvez Calle AKA "Caracol" (The Snail), Peru's most wanted fugitive drug lord, was arrested by Colombian National Police at a shopping center in Medellín and promptly deported on May 1. National Police director Gen. Jorge Hernando Nieto called the apprehension "a powerful shot against transnational crime." Peruvian authorities had offered a reward of $150,000 for information leading to the arrest of El Caracol, who is considered Peru's biggest exporter of cocaine.

Colombia's President Juan Manuel Santos met at the White House with Barack Obama Feb. 4 to mark 15 years since the initiation of the Plan Colombia aid package, amid signs of hope that the South American country's 50-year armed conflict is winding down. The two of course congratulated each other on the success of the program, which has delivered some $10 billion to Colombia in mostly military aid since 2001. They also discussed a proposed new aid program that Santos is calling the "second phase" of Plan Colombia and Obama proposed actually be called "Peace Colombia." Obama said he supports a package of $450 million annually to support the peace process in Colombia—an incease over leat year's $300 million. This would go towards implementing the reforms to be instated following a peace deal with the FARC guerillas—with a conitnued focus on drug enforcement. Obama said the US "will keep working to protect our people as well as the Colombian people from the ravages of illegal drugs and the violence of drug traffickers." Another massive marijuana raid is reported from Peru's high Andean region of Áncash, which is quickly emerging as the country's key cannabis cultivation zone. Newspaper Primera Página reports that the National Police force's new and unsubtly named "Green Squad" discovered a field with 1,463 plants in the hamlet of San Miguel Chico, Caraz district. The crop was burned in the field. A photo in Correo newspaper of the police operation shows cannabis plants interspersed with corn stalks, so it is fairly clear that legal crops were also burned in the raid. The Huaylas Provincial Prosecutor's office has issued an arrest order for the landowner.

Two nephews of the wife of Venezuela's President Nicolás Maduro were arrested this week in Haiti, turned over to DEA agents and flown to the United States to face drug trafficking charges, the New York Times reports Nov. 11. The two men, Efraín Antonio Campo Flores and Francisco Flores de Freitas, are nephews of Cilia Flores—called by the populist Maduro the "First Combatant" rather than first lady. Flores is a powerful political figure in her own right, and is currently running for Venezuela's congress with the ruling party. The nephews are expected to appear this week in Federal District Court in Manhattan. They were charged in a sealed indictment accusing them of conspiring to ship 800 kilograms of cocaine to the United States, to be sold in New York City, according to a "person with knowledge of the matter."

A detachment of troops from the Anti-Drug Department (DEPANDRO) of Peru's National Police force  on Sept. 13 raided the remote hamlet of Huayup, high in the mountains of Aija province, Áncash region, incinerating more than 10,000 cannabis plants. A report in Áncash al Día used the word plantónes (seedlings) to describe the uprooted plants, but also said they were over a meter high. The plantation was found on a predio (private collective land holding) covering about a single hectare. The plants were burned on the scene, and there was no report of any arrests. But fingerprints were taken from farm implements at the predio, and investigations are underway.
