Colombia, long notorious as a violence-torn drug war dystopia, is now set to become a global leader in legal production of cannabis for the medical market. Vancouver-based International Cannabis Corp, also known as ICC Labs, is the latest foreign company to win a production license in the South American country. ICC Labs says it intends to cultivate "non-psychoactive" cannabis plants containing the cannabinoid CBD to produce various medicinal products for domestic and international distribution.

So California's rebel rednecks think they're taking Humboldt County with them when they leave the state, it appears. The latest split-the-state initiative was unveiled at a Sacramento press conference Jan. 16, covered by USA Today. "The current state of California has become governed by a tyranny," the group declared. Their proposed solution is to form the state of "New California," taking most of the rural counties with them, and leaving behind the heavily urbanized coast.

Many things are falling into place as Canada advances toward legal cannabis, expected to take effect this summer. Provinces are to come up with their own policies on regulation, and these are now congealing. The government of Nova Scotia has agreed on a plan to market retail cannabis at liquor stores through the provincial public company that now maintains a monopoly on alcohol sales, the Canadian Broadcasting Company reports. At the other end of the continent, British Columbia is also said to be considering such a plan.

As California legalizes cannabis on Jan. 1, it will be opening the door to multiple conflicts with the federal government. How state and federal authorities manage to negotiate the overlapping jurisdictions with now completely contradictory policies will be interesting to watch. In one obvious example, the Associated Press notes that state legalization won't stop federal agents from seizing even in small quantities at checkpoints they maintain on the Golden State's busy freeways.

Media accounts mostly played it for laughs when a confused pot dealer cluelessly got into a police car outside Copenhagen's famous squatter community of Christiania on Dec. 21, apparently thinking it was a taxi-cab. The cops searched him and found 1,000 pre-rolled joints.

Amid the controversies about federal versus provincial control of the cannabis biz as Canada prepares for legalization, another jurisdictional issue has emerged. At the annual meeting of the Assembly of First Nations (AFN) in Ottawa Dec. 6, leaders of Canada's indigenous peoples demanded the right to set the laws that will oversee cannabis within their own territories.

Pretty ironic timing. Just as Canada is moving toward legal cannabis, dispensaries are coming under more legal pressure and being forced to shut down—most recently in Toronto. On Dec. 7, the city's Cannabis Culture outlet—which had been targeted in a police raid back in March—finally shut its doors, and seemingly this time for good. The Ottawa Citizen reports that police arrived at the popular Cannabis Culture dispensary on Bank Street with a bailiff, who changed the locks and posted a notice on the door saying the lease was being terminated.

California state authorities have issued new regulations governing the legal cannabis market that is to be officially instated on Jan. 1. Jointly drawn up by the Department of Health, Department of Food & Agriculture and the new Bureau of Cannabis Control, the regs are meeting with some trepidation from the Golden State's traditional cannabis sector. Most controversially, many small growers were disappointed that the regs include no limit on the number of licenses a single grower can hold or the total acreage one can farm.
