Latin America is at the forefront of the global wave of cannabis law reform, according to a new report from a DC-based industry analyst. New Frontier Data sees a $9.8 billion market in the region, with big expansion potential for both exports and serving local consumption. 

Notorious narco-lord "Chapo" Guzmán was convicted by a federal jury in New York and faces life in prison. But violence in Mexico has only escalated since his capture. Few media accounts have noted how Chapo and his Sinaloa Cartel rose as militarized narcotics enforcement escalated in Mexico—a trajectory mirrored by the cartels' move from dealing in cannabis to deadly white powders.

Already officially studying the possibility of cannabis legalization, Mexico's new President López Obrador has now announced a formal end to the "war on drugs" that has only seemed to fuel the narco-violence over the past 10 years.  However, military troops are still being mobilized for narcotics enforcement—including marijuana eradication.

California's ArcView Market Research and its affiliated BDS Analytics have released a "2019 Update" to the 6th edition of their report on The State of Legal Marijuana Markets, which was published back in June. The Update takes stock of events in the second half of the year, and anticipates that worldwide spending on legal cannabis will grow 39.1% to $17 billion in 2019.

With Trump's demands for Congressional funding to build his border wall having forced a shut-down of the federal government, a new report suggests that cannabis legalization has actually done more than security measures to reduce illegal drug flows from Mexico—and that this reality holds lessons for the immigration dilemma.

For the fifth time, a ruling of Mexico's Supreme Court has upheld the individual right to recreational cannabis. Under the Mexican constitution, this is the critical number that makes the decision binding case law throughout the country. Mexico's Congress now has 90 days to bring the penal code into conformity with the ruling—that is, to effectively legalize cannabis for personal use.

An international network of non-governmental organizations has submitted a "shadow report" to the United Nations, calling the war on drugs a "spectacular failure"—and calling on the world's governments to reconsider it. The report takes heart from the growing official tolerance of cannabis in several countries around the world, but warns of escalating and horrific repression in the name of drug enforcement in several others. Will the UN take heed when it revisits the question of drug policy in 2019?

Over the past two years, the Latin American cannabis industry has "emerged from the shadows" to command the attention of international firms and investors. Legal cannabis sales within the region are on track to reach $125 million in 2018—but that figure is expected to rise to $12.7 billion by 2028.
