Days after legalizing medical marijuana, New Zealand's government has confirmed that a referendum on general cannabis legalization will be held in 2020. With the Green Party aggressively pushing the idea, prospects seem good for Aotearoa to follow Uruguay and Canada as the world's third country to legalize.

The Northern Mariana Islands, a self-governing commonwealth in association with the United States, just became first US territory to legalize adult-use cannabis. It is also the second US jurisdiction (after Vermont this January) to do so by legislation rather than popular ballot.

The government of New Zealand has announced that it plans to hold a referendum on cannabis legalization, possibly as early as next year. A medical marijuana bill is already pending in the country's parliament. But it has taken generations of activist effort by Kiwis to bring Aotearoa (by the country's indigenous Maori name) to this point. Cannabis Now speaks with some of the leaders who made it happen.

Going on two years after the US territory of Guam approved a medical marijuana measure by voter initiative, the program remains stalled over the supposed lack of any laboratory on the island to carry out quality control. Patients and their advocates charge that the island's government is bottle-necking the program by failing to sufficiently fund it. At heated public hearings on the issue last week in the island's legislature, advocates accused authorities of violating the will of the voters.

The Green Party in Australia has just come out in favor of cannabis legalization, making a big media splash in the country. The Greens are a significant party in the Land Down Under, and all observers agree this marks a watershed moment. But it will be a challenge for the Greens to win enough allies in Parliament to make it happen.

A big push is on in New Zealand for a bill that would give police the power to conduct roadside saliva tests for methamphetamine, ecstasy (MDMA)—and cannabis. And the public face of the campaign to pass the legislation is Malcolm Barnett, who in 2005 lost his 18-year-old step-daughter to a road crash with a driver who was wasted on meth, or "P," as they call it in New Zealand.

The Hawaii chapter of the American Civil Liberties Union on Jan. 10 filed a complaint with the US Justice Department, demanding an investigation into the state's dangerously overcrowded prisons and jails. The complaint charges that horrific conditions at the facilities constitute a violation of the prisoners' Eighth Amendment protections against cruel and unusual punishment. "What you have is cells that were designed for two inmates that now are housing four or five inmates," said Mateo Caballero, legal director for the Hawaii ACLU. "You have inmates sleeping on the floor next to leaky faucets or toilets. The conditions of jails and prisons in Hawaii have not improved in the last 30 years."

An Australian woman who has long provided free cannabis oil products to the ailing had her home in the Adelaide suburb of Hiller raided by police Jan. 4. The South Australia Police "reported" Jenny Hallam, 44, for drug charges after the raid turned up cannabis products and equipment. Her lawyer, Heather Stokes, said Hallam gives away the products, and her actions should not be regarded as criminal.
