As the UN General Assembly met in New York, President Trump issued a "Global Call" to renew the war on drugs—to the dismay of activists and dissenting nations. But the UN itself has a contradictory cannabis policy—with some agencies recognizing its efficacy as medicine and others backing the prohibitionist doctrine of the Single Convention treaty.

The Northern Mariana Islands, a self-governing commonwealth in association with the United States, just became first US territory to legalize adult-use cannabis. It is also the second US jurisdiction (after Vermont this January) to do so by legislation rather than popular ballot.

A Vancouver police raid on a "harm reduction center" that was selling cannabis products raises uneasy questions about the availability of cannabis in British Columbia when Canadian legalization officially hits in next month. With only one retail outfit likely to be licensed province-wide and authorities pledging a crackdown on the old dispensaries, the ironic reality may be cannabis will initially be harder to get in BC once it is "legal."

Lesotho is a land-locked mountain kingdom in Africa that few in the outside world have heard of, but it punches above its weight where cannabis production is concerned. "Dagga" has long been a pillar of its economy. Now it is attracting international investment to grow cannabis for the global medical market. With cannabis just decriminalized in South Africa—which borders Lesotho on all sides, and is closely integrated with the kingdom—this is a promising sign for the entire region.

Weeks after instating a new policy of not prosecuting for low-level marijuana violations, Manhattan District Attorney Cyrus Vance Jr addressed a meeting of New York cannabis industry investors and entrepreneurs, where he discussed his vision for fairer policing in the city—and his study calling for legalization to be explored at the state level.

The global cannabis industry is increasingly dependent on factories in China's industrial zones—and fears being impacted by Trump's trade war with Beijing. Chinese pharmaceutical firms meanwhile explore potential applications of cannabis. Yet possession of herbaceous cannabis can land you before a firing squad in China. Human rights groups express alarm about the furious pace of executions in the People's Republic—outstripping the rest of the world combined. And drug offenses—including pot possession—top the country's capital crimes.

Police in Canada are actually anticipating more cannabis-related arrests after legalization, due to expected increases in driving while high and other such offenses. Meanwhile, Trudeau's promised expungement of prior cannabis-related criminal records does not appear to be imminent. And US immigration authorities say they will treat Canadians involved in the legal industry as "traffickers."

Among several cannabis-related bills that cleared California's state house before the last legislative session came to close is one that would lift the tax burden on medical marijuana providers. The bill is intended to again open space for "compassionate care," which was ironically squeezed out under California's adult-use regulation regime.
