Amid a growing sense of crisis here in the United States, comes the unwelcome news that the White House will reconsider its May 2015 ban on police forces getting armored vehicles and similar military gear from the Defense Department. The leaders of two police organizations boasted of this to Reuters on July 21.  The named sources are Jim Pasco, executive director of the Fraternal Order of Police, and Bill Johnson, that of the National Association of Police Organizations. The ban was instated following a public outcry over use of the military-grade riot gear by police in Ferguson, Mo,, and other cities in protests against police brutality.

The landlocked Himalayan kingdom of Bhutan was traditionally isolated—only getting television as recently as 1999. Since opening up, alas, it has been increasingly drawn into the multiple armed conflicts rocking the greater region—especially becoming a staging ground for ethnic guerillas waging insurgencies for autonomy or separatism in India. Most recently, authorities in India are asserting that some of these guerilla armies are in league with Bhutanese cannabis growers to fund their armed struggles. 

A north Florida company on July 20 was awarded the state's first license to process and distribute medical marijuana for the limited number of patients who qualify under stringent regulations. Hackney Nursery, doing business as Trulieve, received approval from the state Health Department to process the state's first harvest at a facility in Quincy, with the first sales expected in the coming days at its Tallahassee dispensary..

The UN Office on Drugs and Crime (UNODC) this week released its latest figures on coca cultivation in the Andean nations—to the pride of Peru but chagrin of Colombia. Most dramatic was the bad news from Bogotá. The new Colombia Coca Survey (PDF), jointly produced by UNODC and the country's government, shows a nearly 40% increase in coca crop area—from 69,000 hectares in 2014 to 96,000 in 2015. This is twice the 48,000 figure for 2013. Coca leaf reached its highest price in Colombia in 10 years, shooting up 39.5% to $1.02 per kilogram (3,000 pesos). Bo Mathiasen, the UNODC representative in Colombia, told reporters the country is now cultivating more coca than Peru and Bolivia combined. (InfoBae, July 9; UNODC, July 8)

According to the latest World Drug Report (PDF) released by the UN Office on Drugs and Crime (UNODC), Morocco remains the planet's top producer of "cannabis resin" (hashish), followed by Afghanistan, Lebanon, India and Pakistan. Massive seizures continue to be regularly reported. As this month opened, security forces announced confiscation of over 4,000 tons of "cannabis" (probably hashish rather than unprocessed herb) at El Guergarat crossing on the border with Mauritania. (Moroccan news accounts did not mention that this is actually not in Morocco but in the Moroccan-occupied territory of Western Sahara.) The stash was hidden in a truck headed across the border; the driver was arrested and an investigation opened into a possible trafficking network linking Morocco to exit ports in West Africa.

As Canada prepares to legalize cannabis nationwide, Ottawa is consulting citizens and stake-holders to shape the new policy. Among the proposals floated at a Vancouver Cannabis Hemp Conference this weekend was a measure to cap the THC content of approved strains. Not surprisingly, this met with a resounding negative from industry and advocates. "It's time for us to stop demonizing THC. We need policy that's based on both evidence and expertise," Hilary Black of the BC Compassion Club Society told the CBC.  "We have an opportunity in Canada right now to be leaders on the world stage and to do this right."

PharmaCielo Colombia Holdings, local subsidiary of Canada-based PharmaCielo Ltd, announced June 28 that it has won a manufacturing license from Colombia's Ministry of Health to process cannabis plants for medical and scientific purposes. This allows PharmaCielo to apply for a licence to cultivate cannabis, primarily for production of oil extracts. The company is the first to be granted such license since President Juan Manuel Santos issued a decree in December establishing a legal framework for a medical marijuana program in Colombia. The operation will be based in Rionegro, Antioquia region.

Amid moves toward peace in Colombia, the goad of the war—the country's lucratice cocaine trade—clearly remains robust. In an international operation announced June 30, Colombian police joined with US and Italian authorities to confiscate a whopping 11 tons of cocaine in refrigerated containers ostensibly shipping tropical fruits to Europe. The stuff was mostly seized in Colombia, but was bound for the US and Europe. Of the 33 arrested in the operation, 22 were popped in Colombia and the rest in Italy. (El Tiempo, June 30)
