The Nov. 8 midterm elections saw mixed results for state cannabis legalization efforts. In Maryland, voters approved Question 4, amending the state constitution to permit the purchase and possession of up to 1.5 ounces. In Missouri, Amendment 3 passed, allowing adults to purchase and possess up to three ounces, with a provision for registered home cultivation. Similar measures failed in Arkansas and North and South Dakota. (Vox, CNBC)

US President Joe Biden on Oct. 6 pardoned “all prior Federal offenses of simple possession of marijuana.” Biden explained that criminal records for marijuana possession have negatively impacted “too many lives,” particularly those of black and brown people through disproportionate conviction rates.

Reggae group the Mighty Diamonds' lead singer Tabby Diamond (née Donald Shaw) was shot and killed in Jamaica in a drive-by attack on March 29. Five people were hit with two dying in the St. Andrew South area. Shaw was 67.

The Mighty Diamonds were founded in 1967, but didn't release their first album until 1976. Their best-known song, 1981's "Pass the Kouchie," is about smoking ganja. One year later, Musical Youth's cover of the song, retitled "Pass the Dutchie," was a No. 10 hit in the US.

A licensed producer of artisanal outdoor cannabis for the legal market through her homestead-based Flowerdaze Farm, Avila is an advocate for small-scale "legacy" growers through her work with the Trinity County Agriculture Alliance. She is also a founder of the statewide Origins Council, which is seeking to establish official "appellations" for cannabis, certifying a strain's regional origin. Avila discusses the challenges facing small legacy growers who are struggling to keep alive heirloom genetics and ecologically sound cultivation methods in a legal market increasingly dominated by large-scale enterprises on an agribusiness model. It's been a week since Senate Majority leader Chuck Schumer of New York, joined by Sen. Cory Booker (D-NJ) and Sen. Ron Wyden (D-OR), unveiled much-anticipated draft legislation to legalize cannabis at the federal level, calling it a "long overdue" move "to right the wrongs of the failed war on drugs." The proposed Cannabis Administration & Opportunity Act would remove the plant from the Controlled Substances Act, and allow states to craft their own cannabis policies as they do with alcohol. It would also create a federal regulatory framework and impose an excise tax for cannabis products. It includes measures that would expunge prior convictions and allow those serving time for applicable crimes to petition for resentencing.

With little time remaining in the regular legislative session, the Rhode Island Senate has approved a bill to legalize the possession, purchase and cultivation of cannabis for personal use for adults 21 and older. S 568 would establish a Cannabis Control Commission to regulate the legal market, tax adult-use sales at 20%, and establish a social equity program to support communities disproportionately impacted by cannabis criminalization.

The Connecticut state Senate on June 17 approved a cannabis legalization bill—one day after the House passed a revised version of the bill that has the support of Gov. Ned Lamont. The legislation establishes a framework for a recreational market for adults over the age of 21.
