A series of documents from US Department of Health & Human Services (HHS) officials published Jan. 12 make clear the department's recommendation that cannabis be reclassified to Schedule III of the Controlled Substances Act, allowing cannabis to be prescribed by medical professionals. Officials wrote that the basis for the recommendation is the "currently accepted medical use" of the plant.

President Joe Biden announced Dec. 21 a new pardon policy for federal cannabis offenses. Biden stated: "Criminal records for marijuana use and possession have imposed needless barriers to employment, housing, and educational opportunities. Too many lives have been upended because of our failed approach to marijuana. It's time that we right these wrongs."

A majority of Ohio voters have approved a citizens’ initiated measure (Issue 2) legalizing the possession, home cultivation, and retail sale of cannabis for those age 21 or older. "Cannabis legalization is an issue that unites Democrats, Republicans, and Independents," NORML's deputy director Paul Armentano said. "Ohioans have seen similar legalization laws adopted in neighboring states and they know that regulating the cannabis market is preferable to the failed policy of prohibition. It is imperative that elected officials respect the voters' decision and implement this measure in a manner that is consistent with the sentiments of the majority of the electorate."

With the failure of Democratic Gov. John Carney to either sign or veto two bills on his desk, Delaware became the latest state to legalize cannabis on April 22. Carney allowed House Bill 1 and House Bill 2 to become law without his signature.

Raphael Mechoulam, the ground-breaking cannabis researcher who first isolated and identified THC in 1964, died in Israel at the age of 92. His passing was announced March 10 by Jerusalem's Hebrew University, where Mechoulam co-founded the Multidisciplinary Center for Cannabinoid Research in 2017.

David Crosby, a giant of California's 1960s folk-rock scene and leading light of the Woodstock generation, died Jan. 19 at the age of 81. To the end, he was an unapologetic advocate of cannabis legalization, serving as a member of the advisory board of the National Organization for the Reform of Marijuana Laws (NORML).

Michael Butler, the Tony-winning producer who financed the 1968 Broadway sensation Hair: The American Tribal Love-Rock Musical, a key moment in the mainstreaming of the '60s counterculture, passed away Nov. 7 in Los Angeles at the age of 95.

The Nov. 8 midterm elections saw mixed results for state cannabis legalization efforts. In Maryland, voters approved Question 4, amending the state constitution to permit the purchase and possession of up to 1.5 ounces. In Missouri, Amendment 3 passed, allowing adults to purchase and possess up to three ounces, with a provision for registered home cultivation. Similar measures failed in Arkansas and North and South Dakota. (Vox, CNBC)
