A welcome blow is reported against the deeply ingrained stigma that attaches even to users of basically harmless drugs like cannabis that happen to be illegal. The Global Commission on Drug Policy—a body with dissident views but made up of prestigious elder statesmen and world leaders, so it can't be readily ignored—has just issued a statement calling on policymakers and the media to avoid using terms such as "drug user," "addict" and "junkie." The report includes a checklist of what terms should be eschewed or embraced to avoid language portraying people who use drugs as "physically inferior or morally flawed."

The Unites States is facing a pretty surreal contradiction, with blustering Trump and his cannabis-phobic Attorney General Jeff Sessions holding the federal reins, as legalization takes effect in California. The Philippines is looking at a similar paradox. Ultra-hardline President Rodrigo Duterte is again sending the National Police back into drug enforcement, after he was pressured to withdraw them by a public outcry over their slaying of thousands of innocent civilians since he took office in June 2016. And on New Year's Eve, he won a grim victory as the Philippine Congress voted to extend his declaration of martial law in the conflicted southern island of Mindanao through the end of 2018.

For the second year in a row, Brazil has witnessed a deadly prison riot on the first day of the year. A death toll of nine is reported from the central state of Goias. One inmate was decapitated. The violence began New Year's Day afternoon at the rural penitentiary in the outskirts of the state capital, Goiania. Rival criminal factions clashed, broke the barriers of the compound and escaped, by the BBC News account.

Brazilian federal police on Dec. 28 announced the arrest of José González Valencia, one of the top leaders of the Jalisco New Generation Cartel (CJNG)—the criminal machine that in recent years has risen to challenge the Sinaloa Cartel for control of Mexico's narco trade. Valencia, known as "Chepa" or "El Camarón" (The Shrimp), was arrested at Aquiraz, a resort near the coastal city of Fortaleza, where was spending the Christmas holidays with his family. Authorities said Valencia had been living in Bolivia for two years after fleeing Mexico, and had entered Brazil as a tourist on a Bolivian passport.

The Appeal Court of British Columbia, the province's highest, on Dec. 28 upheld a lower court ruling that the minimum two-year prison term for marijuana possession "for purpose of trafficking" under Canada's Controlled Drugs & Substances Act is unconstitutional. Justice Sunni Stromberg-Stein dismissed the Crown's appeal of a 10-month sentence imposed when Phillip Francis McGee pleaded guilty after the Royal Canadian Mounted Police raided his home in Surrey.

With Afghanistan's opium output now breaking all previous records, it seems that hashish continues to remain an important sideline for the country's warring factions—and to hear the US tell it, it's the ultra-puritanical Taliban that are responsible for it. A Dec. 18 press release from NATO Special Operations Command boasts of the& seizure of 34 tons of "raw hashish" (presumably meaning herbaceous cannabis) and 300 kilograms of "processed hashish" in a raid carried out jointly with the National Interdiction Unit of the Afghan police force.

As California legalizes cannabis on Jan. 1, it will be opening the door to multiple conflicts with the federal government. How state and federal authorities manage to negotiate the overlapping jurisdictions with now completely contradictory policies will be interesting to watch. In one obvious example, the Associated Press notes that state legalization won't stop federal agents from seizing even in small quantities at checkpoints they maintain on the Golden State's busy freeways.

Media accounts mostly played it for laughs when a confused pot dealer cluelessly got into a police car outside Copenhagen's famous squatter community of Christiania on Dec. 21, apparently thinking it was a taxi-cab. The cops searched him and found 1,000 pre-rolled joints.
