In the cold war between North African neighbors Morocco and Algeria, the latter has long used the status of the former as the world's top cannabis producer for propaganda, painting the conservative kingdom as a drug menace to the greater region. Now the narco-baiting has exploded into a diplomatic flare-up. 

Medical marijuana advocates and bureaucrats from regulatory agencies around the world have both been awaiting a statement on the risks and benefits of cannabidiol (CBD) from the World Health Organization's Expert Committee on Drug Dependence (ECDD). Now the assessment on the non-psychoactive cannabinoid is in, and it is encouraging news for those who have been hoping for its removal from Schedule 1, the international designation for drugs with no therapeutic value but high potential for abuse.

Amid the controversies about federal versus provincial control of the cannabis biz as Canada prepares for legalization, another jurisdictional issue has emerged. At the annual meeting of the Assembly of First Nations (AFN) in Ottawa Dec. 6, leaders of Canada's indigenous peoples demanded the right to set the laws that will oversee cannabis within their own territories.

Among the coca-growing peasants of Bolivia's Yungas region (the country's prime legal cultivation zone) is a substantial Afro-Bolivian population—descendants of slaves who were brought in by the Spanish colonialists to work in the silver mines and haciendas centuries ago. Some have inter-married with the indigenous Aymara people of the Yungas, forming a distinctive Afro-Aymara culture.

Pretty ironic timing. Just as Canada is moving toward legal cannabis, dispensaries are coming under more legal pressure and being forced to shut down—most recently in Toronto. On Dec. 7, the city's Cannabis Culture outlet—which had been targeted in a police raid back in March—finally shut its doors, and seemingly this time for good. The Ottawa Citizen reports that police arrived at the popular Cannabis Culture dispensary on Bank Street with a bailiff, who changed the locks and posted a notice on the door saying the lease was being terminated.

Back in September, Brazilian army troops were deployed to quell fighting between rival drug gangs in Rocinha, the most notoriously violent of Rio de Janiero's favelas—the informal urban settlements in the north of the city, virtually abandoned by the government for anything other than militarized anti-drug operations. On Dec.

The Philippines' President Rodrigo Duterte—trying to justify sending the National Police back into drug enforcement after he was pressured to withdraw them by a public outcry over their slaying of innocent civilians—seems to have just been caught in a lie. He stated Dec. 7 that 242 police officers have been killed in anti-drug operations since he took office on June 30, 2016—this by way of providing a rationale for the police killing thousands of Filipinos in this same period. He said, in his typically crude syntax: "[W]hy is it, if it is not that dangerous and violent, why is it that to date, I have lost 242 policemen in drug-related raids and arrest?"

New York City, despite its liberal reputation, has long been the marijuana arrest capital of the USA. So many herbal advocates were heartened by the recent poll (carried out by Emerson College on behalf of the Marijuana Policy Project and Drug Policy Alliance) finding that 62% of New York's registered voters support legalizing and taxing cannabis to help close the state's budget gap, with 28% opposed. But some activists are quick to remind us that even as the public comes around on the question, all too little has changed on the city's streets.
