On the night of Jan. 13, one day after "community police" gunmen seized several pueblos that had been controlled by the Knights Templar narco-gang in Mexico's west-central state of Michoacán, federal army troops were sent in to take back the villages from the vigilante force. "Community police" leaders say up to 12 of their men have been killed in clashes with the army. The bloodiest incident is reported from Antúnez pueblo, Parácuaro municipality—where a 17-year-old youth is said to be among seven dead. Mexico's National Human Rights Commission (CNDH) says it has confirmed the deaths of four at Antúnez, including a minor.  

Some 100 gunmen from a "community police" force in Mexico's Michoacán state on Jan. 12 seized the town of Nueva Italia—precipitating a shoot-out with gunmen from the Knights Templar cartel who had been in control there. Two members of the vigilante force were wounded before the Templares retreated, leaving the "community police" in control of thw town. It is unclear if there were casualties on the cartel's side. It seems there were no "official" police in the town, nor any army troops. Traveling in a convoy of pick-up trucks and armed with rifles, the "community police" also seized several hamlets in Parácuaro, Apatzingán and other municipalities—where several trucks and other vehicles deemed to belong to cartel collaborators were burned. Jan. 10 saw a confrontation for control of the municipal palace in the center of Apatzingán. The vigilantes also briefly set up a roadblock on the coastal highway, where more vehicles were stopped and burned—a total of 13 across the state in three days of violence.

Turkish security forces report that they seized 150 tons of hashish in 2013, with 89 tons seized in southeastern Diyarbakir province, Turkey's Kurdish heartland. Authorities also said a somewhat improbable 56 million cannabis plants had been seized in Diyarbakir, and 382 arrested. The provincial Counter Narcotics Department called it a record-breaking year. The ongoing prison crisis in Brazil's impoverished northeastern state of Maranhão again made brief headlines this month after newspaper Folha de Sao Paulo released a gruesome video of gang warfare victims inside the violence-plagued and dangerously overcrowded Pedrinhas facility. The video was recorded on Dec. 17, the newspaper reported, describing how "other prisoners pose with the bodies, showing them off like trophies." The footage was turned over to the paper by a prison workers' union to raise awareness of the depth of the crisis. But Maranhão residents had sure been aware of it. There were more than 60 deaths at the facility last year—a higher murder rate than the outside world. Gang control of the prison was so complete that there were reports of inmates' wives being raped in conjugal visits. This finally prompted federal authorities to launch a crackdown over the new year. Military police took over the facility, and found 300 improvised weapons, as well as cell phones by which ranking inmates presumably controlled their outside drug networks. In response to the crackdown, gang leaders called for their supporters on the outside to launch an uprising. That's when the trouble really began...

A "commando" of six gunmen gained access to a Mexican prison after midnight on Jan. 3, killed four inmates in their sleep, and then tried to shoot their way out, sparking a shoot-out with guards that left five of the attackers dead. The assialants infiltrated the Social Rehabilitation Center (CERESO) in Tuxpan, disguised in uniforms of the Guerrero state Ministerial  Police, telling guards they were bringing in a prisoner. Army troops were subsequently sent in to secure the facility. The slain inmates were said to be serving time for drug trafficking and kidnapping charges. (Borderland Beat, Jan. 4; BBC News, La Jornada, Jan. 3) This is the latest in a wave of cases of cartels taking their bloody turf wars to the inside of Mexico's prisons.

President José Mujica signed Uruguay's cannabis legalization bill into law on Christmas Eve, and the country's neighbors are preparing for the new policy to take effect—apparently with more trepidation than hope. Mujica is said to have discussed the question with Brazil's center-left President Dilma Rousseff on his visit last month to Brasília. Local media reported that she expressed fears about Uruguayan herb entering Brazil, and announced plans to beef up searches at the border—with plans to impose stiff sentences of 10 years and up for trafficking (including "transnational" personal possession).

Costa Rica's authorities announced 17 raids by the elite Drug Control Police across the Caribbean provinces of Limón and  Cahuita as well as locations in the capital San José Dec. 17, that they boast resulted in the dismantling of the most important narco-trafficking operation in the country to date—with ties to Colombia and Jamaica as suppliers of cocaine and cannabis, and Europe as an export destination. Prosecutor General Jorge Chavarria said that among the 12 arrested were two officers of Public Force, the country's national police, and an officer at the Bank of Costa Rica who facilitated laundering of proceeds. The ring was reportedly led by one Rivas Bonilla AKA "Tito" or "Patrón"—who kept ahead of the law for at least three years through tip-offs from his pal on the police force. Chavarría said that the ring was the largest yet run by Costa Ricans, instead of Colombian or Mexican networks operating within the country. "History has changed," Chavarría said. "We now have Costa Rican groups who want to be entrepreneurs in drugs: owners of the drugs, the organization and the routes."

Agents of Peru's National Police force intercepted a small plane loaded with 300 kilos of cocaine paste in Oxapampa province, Pasco region, on Nov. 24, mortally wounding the pilot, a Bolivian national. Authorities said the agents, attached to the elite Tactical Anti-drug Operations Directorate (DIRANDRO), were staking out a clandestine airstrip they had discovered when the Bolivian-registered plane landed there.
