At least two people were shot dead Feb. 12 in student protests in the Venezuelan capital, Caracas. An anti-government protester and a pro-government activist were each killed in an exchange of fire as rival demonstrators clashed, officials said.  "He was a comrade assassinated by the right-wing fascist hordes," National Assembly leader Diosdado Cabello said of the second victim, a community leader from a poor neighborhood. At least 23 have been injured in demonstrations across the country. President Nicolas Maduro is under mounting criticism for the country's economic woes and high levels of violent crime. (Reuters, BBC News, Feb. 12)

A 15-count indictment was unsealed Feb. 11 in a Brooklyn federal court, charging seven defendants with narcotics trafficking, money laundering, and firearms offenses based on what an FBI press release calls their participation in a "transnational heroin and cocaine trafficking conspiracy involving the ‘Ndrangheta, one of Italy's most powerful organized crime syndicates." Italy's Polizia di Stato simultaneously announced the arrest of another 17 in the southern province of Reggio di Calabria by troops of the elite Central Anti-Crime Directorate. The coordinated international operation for two years monitored narco-trafficking networks between Latin America, Italy, Canada and the US. The Italian hub of the ring was identified as the port of Gioia Tauro in Reggio di Calabria. 

Peru's National Police on Feb. 4 announced the discovery of over 100,000 cannabis plants at the high Andean community of Minasel, 4,000 meters above sea level, on the border of Áncash and Huánuco regions. The plants were burned in the fields, polce said, while the growers escaped into the mountains. (RPP, Feb. 4) On Jan. 15, elite troops of the Special Anti-drug Operation Division eradicated 65,000 plants of moño rojo (red bud) at the remote mountain village of San Martín de Porres, Chinchao district, Huánuco. El Salvador's Feb. 2 presidential election was overshadowed by a dramatic spike in the country's homicide rate—less than a year after a truce between warring criminal gangs had led many Salvadorans to hope that their country was back from the brink. Most alarming was the December discovery of 44 bodies in 14 mass graves in a wooded area of Villa Lourdes barrio in Colón, a suburb of the capital San Salvador and a notorious gang stronghold. Many of the bullet-ridden bodies were mutilated and half-naked. Authorities accuse the Barrio 18 gang of depositing their victims in the clandestine graves. A March 2012 truce between Barrio 18 and its deadly rivals, Mara Salvatrucha (MS-13), was credited with slashing El Salvador’s homicides from more than 4,000 in 2011 to just 2,500 over the past two years. For at least 15 months after the truce, the number of killings per day averaged 5.5, up from 14 before. But January 2014 saw a daily average of 7.7. This made easy propaganda for the right-wing Nationalist Republican Alliance (ARENA) to bait the ruling left-wing Farabundo Marti National Liberation Front (FMLN) as soft on crime.

Colombia's National Police announced Jan. 24 the seizure of 1.2 tons of cocaine allegedly belonging to paramilitary group Los Urabeños in the northwestern department of Córdoba. The find came when police searched a truck at a checkpoint that had been established in Montería municipality. The interception was reportedly planned by police intelligence in advance. The two truck occupants who were arrested apparently tried to bribe the officers with $150,000. The agents also confiscated 6,800 gallons of biodiesel and 3,400 gallons of gasoline, worth around $30,000. The cocaine was reportedly en route to the port of Turbo in Urabá region, the Urabeños' heartland in the northern part of Antioquia department, and was intended for export to the US and Europe. The Urabeños are a "neo-paramilitary" group that remained in arms after the ultra-right paramilitary network was officially "demobilized" some 10 years ago. Authorities now consider the Urabeños Colombia's most powerful drug trafficking organization. (Colombia Reports, Jan. 24)

Costa Rica's authorities announced 17 raids by the elite Drug Control Police across the Caribbean provinces of Limón and  Cahuita as well as locations in the capital San José Dec. 17, that they boast resulted in the dismantling of the most important narco-trafficking operation in the country to date—with ties to Colombia and Jamaica as suppliers of cocaine and cannabis, and Europe as an export destination. Prosecutor General Jorge Chavarria said that among the 12 arrested were two officers of Public Force, the country's national police, and an officer at the Bank of Costa Rica who facilitated laundering of proceeds. The ring was reportedly led by one Rivas Bonilla AKA "Tito" or "Patrón"—who kept ahead of the law for at least three years through tip-offs from his pal on the police force. Chavarría said that the ring was the largest yet run by Costa Ricans, instead of Colombian or Mexican networks operating within the country. "History has changed," Chavarría said. "We now have Costa Rican groups who want to be entrepreneurs in drugs: owners of the drugs, the organization and the routes."

News accounts revealed this week that the US-funded glyphosate spraying in Colombia has been indefinitely suspended after presumed FARC guerillas shot down two fumigation planes—killing one US pilot. One plane came down Sept. 27, killing the pilot, whose name was not revealed. Reports were unclear where this incident took place. The Los Angeles Times on Dec. 17 named the village of Tarra, which is in Norte de Santander, along the Venezuelan border; Bogotá's El Tiempo implied it was in the southern jungle department of Putumayo. A second crop-duster was brought down Oct. 5, apparently at a location in Caquetá—also in the southern jungle. This prompted the US embassy to halt the spraying, according to anonymous sources. Neither the embassy nor the State Department would confirm the report.

Peru's President Ollanta Humala on Dec. 9 announced the capture of the new commander of the remnant Sendero Luminoso column in the Upper Huallaga Valley—one of two remaining pockets of coca-producing jungle where the scattered Maoist guerilla movement is still keeping alive a local insurgency. The commander was named as Alexander Fabián Huamán AKA "Héctor"—said to have assumed leadership of the guerillas' "Huallaga Regional Committee" after the capture last year of "Comrade Artemio," the last "historic" Sendero leader (that is, dating back to the insurgency's heyday 20 years ago). Gen. Víctor Romero Fernández, commander of the National Police Anti-Drug Directorate (DIRANDRO), called the arrest a "hard blow" against the guerillas, and predicted that "Sendero Luminoso is disappearing in this zone."
