Cannabis use up; meth, coke down: study

cannabisCannabis is increasingly the drug of choice among young adults in the US, while methamphetamine use  is dropping, according to a national survey released Sept. 8 by the Substance Abuse and Mental Health Services Administration (SAMHSA). Overall, 8.9% of the US population or 22.6 million people aged 12 and older used illicit drugs in 2010, up from 8.7% in 2009 and 8% in 2008, the study finds according to Reuters. Cannabis use appears to be driving the increase, with some 17.4 million—or 6.9% of the population—saying they used marijuana in 2010, up from 14.4 million or 5.8% of the population in 2007.

cannabisMore than 1,000 people carrying colorful home-made signs gathered on the steps of the Michigan capitol building in Lansing on Sept. 7 to protest a recent state Court of Appeals ruling that made commercial sales of medical marijuana illegal. "Marijuana smoke hung in the air most of the afternoon," one reporter wrote, while protesters chanted "Whose house? Our house! Show me what democracy is made of!" The protest—held on the first day the Michigan legislature returned for the fall session—was called by the Michigan Medical Marijuana Association to demand that lawmakers uphold the will of the voters in the Medical Marijuana Act, a ballot initiative passed overwhelmingly in 2008.

foodLast year, when the New York Times ran a story on "haute stoner cuisine"—suggesting that cannabis use by chefs is encouraging a trend for "chin-dripping, carbohydrate-heavy food"—we responded that, while we did not have the figures to back it up, there is probably a higher percentage of vegetarians and healthy eaters among pot-smokers than the general population. cannabisSweet Leaf Pioneer owner Dave Manzanares in Eagle, Colo., must shut down his medical marijuana dispensary Oct. 31, even if he proceeds with plans to collect signatures for a special election to keep it open in the long term. On Aug. 23, Manzanares told members of the town board that he is circulating petitions to put the question to the voters, and asked for an extension beyond the Oct. 31 deadline established by a municipal ordinance. "Our family's future is in the balance here," Manzanares said.

Michigan: raids follow court ruling against private dispensaries

cannabisA Michigan court of appeals ruled Aug. 23 that medicinal cannabis cannot be sold at private dispensaries. The defendants were owners of the Compassionate Apothecary, a privately owned dispensary that facilitates patient-to-patient transfer of cannabis using a locker system for patients to store and trade. Compassionate Apothecary retains 20% of proceeds from each transaction, and has 345 members, all certified by the state to use cannabis for medicinal purposes. An Isabella county prosecutor filed the complaint, seeking to enjoin operations for failing to comply with the Michigan Medical Marihuana Act (MMMA). (Detroit Free Press, Aug. 25; Jurist, Aug. 24)

Seattle Hempfest draws mainstream politicians

hempfestThe 20th annual Seattle Hempfest drew an estimated 300,000 the weekend of Aug. 19-21—including some big-name politicians. Rep. Dennis Kucinich (D-OH) exhorted from the stage, in an apparent reference to the 1999 World Trade Organization protests: "Seattle you shook the world once; can you shake it again, I ask you!" He urged support for such issues as withdrawal of US military troops from around the world, gay rights and universal health care, as well as an end to the war on drugs. Mike McGinn became the first Seattle mayor to address the Hempfest crowd. Other speakers included state representatives Roger Goodman and Mary Lou Dickerson, and Seattle City Attorney Pete Holmes.

Cannabis genome cracked

cannabisA small Massachusetts-based company called Medicinal Genomics has announced the sequencing of the entire genomes of the species cannabis sativa and cannabis indica, opening the way for more research into the therapeutic effects of the plant—including its potential for treating cancer and inflammatory diseases. The company published the genetic code Aug. 18 on Amazon.com's EC2 cloud-computing system.

Orange County Court upholds Anaheim dispensary ban

CaliforniaOrange County Superior Court Judge David Chaffee ruled Aug. 19 that the city of Anaheim may legally prohibit medical cannabis dispensaries. This is the second hearing of Anaheim vs Qualified Patients' Association, which was remanded to the lower court by the 4th District Court of Appeal in Santa Ana last year. The court ruled that Anaheim's  dispensary ban is a valid exercise of local police powers and is not pre-empted by Prop 215 or SB 420. The decision concedes that SB 420 protects patients and caregivers engaged in collective cultivation, but that protection is limited to cultivation, not distribution. The decision cites a litany of case law giving local government broad powers to regulate for nuisance abatement.
