Finally settling a question that has vexed the Arizona medical marijuana program since it was launched nearly a decade ago, the state's highest court ruled that the program does indeed cover concentrates and extracts. The decision is a victory for patients who use edibles, tinctures or hashish.

The conventional wisdom—and certainly the impression made by much media and advertising—is that CBD is legal pursuant to the federal Farm Bill enacted late last year. As is often the case, however, there are some devils in the details.

In Arizona, the statehouse and supreme court are in a race to clarify whether hashish is to be included in the Grand Canyon State's medical marijuana program. The question also has implications for the status of extracts and edibles.

California health authorities dealt a blow to the burgeoning CBD business by banning preparations of the cannabinoid derived from industrial hemp rather than psychoactive cannabis. The diktat adds to the legal confusion around CBD, and highlights the need for greater clarity from the competent authorities at both the state and federal level.

A welcome blow is reported against the deeply ingrained stigma that attaches even to users of basically harmless drugs like cannabis that happen to be illegal. The Global Commission on Drug Policy—a body with dissident views but made up of prestigious elder statesmen and world leaders, so it can't be readily ignored—has just issued a statement calling on policymakers and the media to avoid using terms such as "drug user," "addict" and "junkie." The report includes a checklist of what terms should be eschewed or embraced to avoid language portraying people who use drugs as "physically inferior or morally flawed."
