For those, such as myself, who came of age in the prohibition era, it was a tad surreal to see the giant electronic billboard overlooking Manhattan’s Times Square (focal point of the world-famous New Years Eve countdown) displaying a “countdown to 420” promoted by a leading brand of rolling papers. But that is what gathered revelers witnessed in the minutes leading up to 4:20 PM on the afternoon of Sunday, April 20.

Over the past weeks, authorities in Morocco and Spain have unleashed sweeps against hashish smuggling networks, arresting hundreds. One ring was reportedly using Serbian ex-military helicopter pilots to ferry product across the Strait of Gibraltar. This heightened militarization is disappointing, as a legalization initiative in Morocco—the world's top cannabis producer—fell victim to political unrest and intrigues last year.

In the cold war between North African neighbors Morocco and Algeria, the latter has long used the status of the former as the world's top cannabis producer for propaganda, painting the conservative kingdom as a drug menace to the greater region. Now the narco-baiting has exploded into a diplomatic flare-up. 

The United Nations Office on Drugs and Crime (UNODC) last week issued its World Drug Report 2017—its 20th annual survey of production, trafficking and eradication and enforcement efforts around the globe. In past years, the report has sought to quantify the amount of cannabis cultivated in each producer country—over the past decade consistently placing Morocco in first place, generally followed by Mexico and Paraguay. This general trend continues—with some new variations.

With ISIS in control of a chunk of Libya and Tunisia militarizing after a deadly terrorist attack, an article appears in the United Arab Emirates' The National warning of a "narco-jihadist" threat in North Africa. The commentary by Abdelkader Cheref, a professor at the State University of New York, warns that "huge quantities of Moroccan hashish transit through the Sahara where so-called narco-jihadists, who control a triangle of no-man's land between northern Mali and Niger, eastern Mauritania, southern Algeria and Libya, smuggle the shipments to Europe. There are mounting concerns regarding the links between Moroccan drug barons and narco-jihadists linked to Al Qaeda in the Islamic Maghreb and the Movement for Unity and Jihad in West Africa."

Algeria  seized more than 127 metric tons of hashish coming in from Morocco in the first eight months of 2013, authorities announced Oct. 2. Some 12,500 suspected traffickers were arrested and large quantities of various  psychotropic pills were also confiscated in raids. (These two trades seem to together in Middle East networks.) Algeria has officially closed its border with the conservative kingdom to the west since 1994, citing political tensions and the flow of contraband. But the trade obviously flourishes, with subsidized Algerian fuel  smuggled into Morocco in a dope-for-oil deal. In 2012, more than 157 tons of cannabis were seized in Algeria, compared with 53  in 2011. The explosion has prompted Algiers to beef up security on its western frontier. (Lebanon Daily Star, Oct. 2)
