Cannabis is increasingly the drug of choice among young adults in the US, while methamphetamine use  is dropping, according to a national survey released Sept. 8 by the Substance Abuse and Mental Health Services Administration (SAMHSA). Overall, 8.9% of the US population or 22.6 million people aged 12 and older used illicit drugs in 2010, up from 8.7% in 2009 and 8% in 2008, the study finds according to Reuters. Cannabis use appears to be driving the increase, with some 17.4 million—or 6.9% of the population—saying they used marijuana in 2010, up from 14.4 million or 5.8% of the population in 2007.

In an August 24 ruling (PDF), the Colombian Supreme Court rejected a 2009 constitutional amendment recriminalizing the possession of personal-use amounts of illegal drugs. Prior to that amendment, pushed vigorously by then-president Alvaro Uribe, the possession of small amounts of drugs for personal use had been legal under a 1994 Constitutional Court decision. Between the 1994 ruling the 2009 amendment, adults were allowed to legally possess up to 20 grams of marijuana, one gram of cocaine, and two grams of synthetic drugs. After Uribe's reform, people arrested with small amounts of illegal drugs faced prison sentences of 64 to 108 months.

Mexican marines shot and killed Gustavo Acosta Luján in the early morning of Sept. 1 in his home in Jardines de San Andrés, Apodaca municipality, in the northern state of Nuevo León. According to the Secretariat of the Navy, the marines, responding to an anonymous tip, were fired on from inside the house, and Gustavo Acosta, an "alleged criminal" with the alias "M-3," died in the operation. The marines said they found a 9 mm submachine gun, an AR-15 rifle and quantities of cocaine in the house. Mexican president Felipe Calderón Hinojosa has been using soldiers for police work in northern Mexico since militarizing the "war on drugs" shortly after he took office in December 2006.

Residents of Kington's poor district of Tivoli Gardens reacted with shock and disbelief to the news that extradited accused drug kingpin Christopher "Dudus" Coke arranged a plea bargain this week at Federal District Court in Manhattan. "I'm devastated," one anonymous member of the Coke clan told the Jamaica Gleaner. Scores were killed in days of street-fighting in the district last year as police and army troops were deployed to hunt down Coke for extradition to the US.

The government of Peru's newly elected President Ollanta Humala announced this week that it is suspending the US-backed coca eradication program in the Upper Huallaga Valley, the only ongoing eradication campaign in the country. According to the UN Office on Drugs and Crime (UNODC), Peru has surpassed Colombia as the world's top coca producer, although Colombia maintains a slight lead in cocaine production.

Last month, Jesus Vicente Zambada Niebla AKA "El Mayito"—the son of Sinaloa Cartel kingpin Ismael Zambada AKA "El Mayo"—filed pleadings in a Chicago federal court accusing the US Justice Department of giving the cartel "carte blanche to continue to smuggle tons of illicit drugs into Chicago and the rest of the United States." Zambada's pleadings claim that protection included promises to be kept apprised of US and Mexican government investigations close to the "home territories" of cartel leaders so they "could take appropriate actions to evade investigators"—even as the US had indictments, extradition requests, and rewards for the apprehension of the top Sinaloa Cartel leadership.

The US Coast Guard announced the interception of a so-called “narco submarine," while in a joint patrol of Caribbean waters with the Honduran armed forces. On July 13, the crew of the Coast cutter Seneca, interdicted the craft, called a self-propelled semi-submersible or SPSS, off the coast of Honduras near the Nicaraguan border. The Coast Guard says the vessel sank during the interdiction, but that nearly 7.5 tons of cocaine was later recovered. Four crew members—three Colombians and a Honduran—were detained and brought by the Coast Guard to Miami to face federal charges. Speaking before a conference of campesina women in Cochabamba July 25, Bolivia's President Evo Morales said he fears a US plot to frame him for drug offense: "Do you know what? I think they have to be preparing something. So much that I'm afraid to go with our airplane to the United States. Surely when we arrive, they can plant something and detain the presidential plane."
