With Colombia's new conservative president threatening to roll back the country's ground-breaking decriminalization policy, a group of young activists in Bogotá held a public cannabis smoke-in to demand their right to the "personal dose." But, in what seems like a foreboding sign, it was quickly broken up by the feared National Police riot squad.

 
Since the right-wing Iván Duque was sworn in as Colombia's president last month, many have expressed fears that he will reverse the country's recent progress toward a more tolerant drug policy and de-escalation of its long crisis of nightmarish narco-violence. 

A verdict against glyphosate producer Monsanto in a case brought by a cancer sufferer has brought world attention to the dangers of pesticides and herbicides. This is a question with implications already felt in the cannabis industry—both legal and illegal.

With Canada now joining Uruguay as the second country to legalize cannabis at the national level, industry eyes are scanning the world map for which could be the likely third. Latin America may provide the candidate, as even UN experts now urge the region's governments to consider legalization as a way out of the endemic narco-violence. But pressure for legal cannabis is fast mounting in several European countries as well. Legalization may soon be on the legislative agenda in Australia, while New Zealand has promised to put the questions before the voters. 

With foreign capital pouring into Colombia's newly legalized cannabis sector, industry leaders foresee the country becoming the world leader in production and exports—a new "Saudi Arabia of cannabis." However, traditional peasant producers fear they will not have access to the legal market—but will continue to face repression and eradication. The newly formed National Coordinator of Coca, Poppy and Marijuana Cultivators is demanding a place for campesino producers in the new legal cannabis economy, and a halt to forced eradication efforts.

Oakland-based cannabis industry research firm ArcView Group has released a new study, ambitiously entitled "The Road Map to a $57 Billion Worldwide Market." It provides a sweeping overview of recent progress and future prospects for legal or medical herb across the globe. But it also warns that, due to continued legal restrictions and bureaucratic overstretch, the market is in most areas bottlenecked from achieving its potential.

Colombia, long notorious as a violence-torn drug war dystopia, is now set to become a global leader in legal production of cannabis for the medical market. Vancouver-based International Cannabis Corp, also known as ICC Labs, is the latest foreign company to win a production license in the South American country. ICC Labs says it intends to cultivate "non-psychoactive" cannabis plants containing the cannabinoid CBD to produce various medicinal products for domestic and international distribution.

A welcome blow is reported against the deeply ingrained stigma that attaches even to users of basically harmless drugs like cannabis that happen to be illegal. The Global Commission on Drug Policy—a body with dissident views but made up of prestigious elder statesmen and world leaders, so it can't be readily ignored—has just issued a statement calling on policymakers and the media to avoid using terms such as "drug user," "addict" and "junkie." The report includes a checklist of what terms should be eschewed or embraced to avoid language portraying people who use drugs as "physically inferior or morally flawed."

Colombia, with a burgeoning medical marijuana industry, just saw its first international exposition on the theme, marking a step toward normalization of cannabis in a country hit hard by drug war violence over the past generations. The Medellín Botanical Garden was the scene of the ExpoMedeWeed from Nov. 24-27, with workshops and discussions on technical, medical and cultural themes related to expanding Colombia's legal cannabis sector. The affair won favorable coverage from major Colombian news outlets such as Bogotá daily El Espectador.
