The bureaucracy overseeing California's cannabis industry is moving fast to facilitate insurance coverage for businesses—a question very pressing as wildfires rage through the Emerald Triangle.

Compassionate care—providing medical marijuana to the ill—was what first opened legal space for cannabis in California a generation ago. But the state's Adult Use of Marijuana Act only regulates commercial businesses—leaving caregivers in legal limbo.

In Humboldt County, famed as the heartland of Northern California's cannabis-producing Emerald Triangle, big police raids of cultivation sites—with thousands of plants eradicated—are continuing despite the Golden State's new legalization program. Many growers are choosing to remain underground, in spite of the risks to their property and freedom. And a big part of the reason why seems to lie in a confusing and contested county regulation regime.

A big multi-agency "reclamation" effort on national forest lands in the Emerald Triangle points again to the serious environmental impacts of outlaw cannabis cultivation. Will this be the last gasp of this sort of thing now that California has legalized?

The seizure by federal agents of some 100 homes around Northern California supposedly used in grow operations financed by criminal networks based in China points to ongoing dilemmas in the state's contraband cannabis economy—which persists even in the wake of legalization.

Just little over a week before legalization took effect in California on Jan. 1, state police stopped a truck hauling 1,875 pounds of cannabis in Mendocino County, seizing the goods and slapping the two occupants with misdemeanor possession charges. This despite the fact that they were hauling for their employer, Ukiah-based Old Kai Logistics, and had paperwork showing the firm is licensed by county authorities. It remains to be seen if prosecutors will pursue the case in light of legalization, and the affair has enflamed suspicions between growers and authorities at a critical moment.

So California's rebel rednecks think they're taking Humboldt County with them when they leave the state, it appears. The latest split-the-state initiative was unveiled at a Sacramento press conference Jan. 16, covered by USA Today. "The current state of California has become governed by a tyranny," the group declared. Their proposed solution is to form the state of "New California," taking most of the rural counties with them, and leaving behind the heavily urbanized coast.
