New York's Gov. Cuomo is broaching a cannabis common market for the tri-state area, joining with New Jersey and Connecticut to harmonize regulations and even cooperate in joint purchasing. But the move is being considered partly as a reaction to the vaping scare, and official statements reveal some dangerous confusion as to the distinction between vaping cannabis extracts and smoking actual cannabis.

Driven by the notorious market glut in Oregon, wholesale cannabis prices have predictably plunged in the Beaver State. They have done so less precipitously in other western states. But this is offset by continued high prices elsewhere in the country, especially the East Coast—making for an overall upward trend this year.

In a Capitol Hill hearing that advocates hailed as “historic,” numerous Congress members openly embraced lifting the federal strictures on cannabis—and even outright legalization. The discussion was particularly framed in terms of recognizing and correcting the racial and social iniquities of cannabis prohibition and the "war on drugs."

But the two states are now racing to see which will legalize cannabis first. There are formidable obstacles in both states, but New Jersey is clearly ahead.

Under federal regulations, Section 8 housing residents risk losing their homes if they use cannabis. But residents who are also medical marijuana patients have started to stand up and demand their rights. Now, their efforts have seen fruit in legislation on Capitol Hill.
