Among several cannabis-related bills signed into law by California's Gov. Jerry Brown was one creating an "equity" program for the state's legalized industry, aimed at justice and inclusion for those communities hardest hit by marijuana prohibition. Another measure will erase past convictions for possession of cannabis in quantities that are now legal.

Among several cannabis-related bills that cleared California's state house before the last legislative session came to close is one that would lift the tax burden on medical marijuana providers. The bill is intended to again open space for "compassionate care," which was ironically squeezed out under California's adult-use regulation regime. 

A figure from the Bay Area cannabis industry was embroiled in America's fast-escalating culture wars when she threatened to call the police on a young Black girl selling water on a San Francisco street. In the outcry, she has stepped down from her own company—and helped draw a line over what behavior is considered acceptable in the cannabis community.

Five months into legal cannabis in the Golden State, the temporary licenses issued by authorities to get things off the ground are running out. But the full annual licenses are still being held up by several factors—including the failure of local authorities to approve cannabis operations, and implementation of a "track-and-trace" system to monitor marijuana from seed to sale. 

Oakland's city council has passed an ordinance protecting tenants from being evicted by cannabis businesses in the city's "Green Zone." Artist housing in post-industrial areas is especially at risk. Oakland is committed to a policy of "cannabis equity," in which the cannabis economy is daylighted with a sense of social justice. But this does point to the dilemma of cannabis-fueled displacement—a phenomenon also reported from places like the more freewheeling Denver, which are less committed to principles of equity.

California state authorities have issued new regulations governing the legal cannabis market that is to be officially instated on Jan. 1. Jointly drawn up by the Department of Health, Department of Food & Agriculture and the new Bureau of Cannabis Control, the regs are meeting with some trepidation from the Golden State's traditional cannabis sector. Most controversially, many small growers were disappointed that the regs include no limit on the number of licenses a single grower can hold or the total acreage one can farm.

The wildfires devastating Northern California are obviously taking their toll on this year's cannabis harvest. And this in the critical countdown to legalization, which takes effect in Golden State in January. This even won coverage in the New York Times Oct. 13. The paper cited Hezekiah Allen, executive director of the California Growers Association, saying that at least seven cannabis farms had been destroyed, and that he expected the number to "increase significantly" as people return to their homes.

Oakland's KTVU  on Oct. 5 noted a miltestone for the East Bay city: exactly 10 years of operation for Harborside Health Center, the foremost "pioneering enterprise" in California's cannabis industry. "The world's attitude towards cannabis has shifted massively in the course of the 10 years that Harborside has been open," box-store dispensary founder Steve DeAngelo told the station, noting legalization of recreational use in four states and the District of Columbia. "So we have seen really a massive, tectonic shift in attitudes towards cannabis." KTVU hails Harborside as "a solid, respected business with 200 employees and contractors, serving 200,000 patients."
